It sounds like he's targeting people alone who necessarily wouldn't be able to get the attention of others for immediate help and are more concerned about getting away from him and making themselves safe. There will also be very little to no CCTV around. There will be very little traffic on the road, the houses more spread out and villages are felt to be quiet safe, you wouldn't necessarily worry about being mugged etc like you would in a city or town. If you are going home from the pub you are likely to split off from your group at some point as you'll live in different parts of the village. It's unusual to see lots of people out at night, especially in groups due to the population and lack of amenities - usually just a pub. Villages like this tend to have a small population which is in a spread out rural area.
